Job Summary
This role will be a Sr Manager versus Manager. The Sr Manager, Trade Compliance, oversees and supports day-to-day management of import and export operations and administration. Establishes priorities, sets goals and monitors progress within the group to assure management objectives are properly and timely supported. Serves as a subject matter expert on global trade compliance topics. Works cross-functionally to develop and implement trade compliance procedures and controls.


Essential Functions and Competencies


• Supervise trade compliance personnel and oversee trade compliance activity.
• Provide coordination and assistance, as necessary, to assure smooth and compliant support of contractual obligations with regards to import/export matters.
• Develop/conduct trade compliance training for all employees, including EAR and ITAR training.
• Advise business on international shipment documentation requirements per the Foreign Trade Regulations
• Ensure that all trade files are current, complete and fully documented and in compliance with federal and company policies, procedures and records retention regulations.
• Oversee review of customer technical data for any export restrictions
• Annual review and update of the import and export compliance manuals and training programs.
• Support trade compliance inquiries, potential violations and investigations as directed by the Chief Compliance Officer.
• Oversee performance of and reporting on annual Nafta and Value Reconciliations.
• Provide guidance to senior management on specific export issues, including licensing requirements under both EAR and ITAR and potential violations
• Oversee performance of and reporting on site export gap analysis and audits to ensure compliance with export regulations and export processes
• Interact with Sales, Operations, Engineering and Corporate Legal in the preparation and review of export licenses, including Technical Assistance Agreements and Manufacturing Licensing Agreements.
• Provides training to import and export staff.
• Ensure that all Export Licenses are properly decremented, current, and compliant with Government and Company policies.
• Export classification of parts for export and in support of NPI team.
• Provide guidance to senior management on specific import issues, including valuation, dutiable assists, trade agreements
• Oversee performance of and reporting on audits of import documentation to ensure broker performance and company compliance
• Coordinate with Procurement to ensure all imported purchased parts can be cleared properly upon location arrival and properly classified.
• Research product issues, including classification, marking, valuation, using Customs Rulings On-line Search System (CROSS)
• Manages and coordinates disclosures with site employees and corporate legal.
• Coordinate ruling requests and/or CCAT’s.
• Other compliance related duties as assigned.
Qualifications / Education / Experience

• Minimum of 5 years of experience in an import/export role with at least 2 years in a management or leadership position.
• Experience managing direct reports outside the US. US Customs Broker License
• Certified in Export Compliance from an educational institute
• Deep experience in export compliance, including ITAR and EAR export licensing
• Experience in Maquiladora operations
• Expertise interpreting and applying the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR).
• Expertise in products classification on the CCL and USML lists
• Experience in BIS and DDTC license applications and management of those licenses
• Expertise with U.S. Customs brokers and compliance with Regulations of U.S. Customs and Border Protection
• Expertise in classification of the Harmonized Tariff Schedule of the United States (HTS) and Schedule B, using the General Rules of Interpretation, Section, Chapter, and Explanatory Notes
• Excellent written and verbal communication skills
