Job Summary

Benchmark Electronics, Inc. is in the business of manufacturing electronics and providing services to original equipment manufacturers (OEMs) of telecommunication equipment, computers and related products for business enterprises, industrial control equipment, testing and instrumentation products and medical devices. The services that we provide are commonly referred to as electronics manufacturing services (EMS). We offer our customers comprehensive and integrated design and manufacturing services, from initial product design to volume production and direct order fulfillment. We provide specialized engineering services including product design, printed circuit board layout, prototyping and test development.

Essential Functions and Competencies

• Manage/coordinate daily import and compliance activity.
• Review/audit of Customs import entry submissions with request for any corrections with Benchmark’s brokers.
• Request and follow through on any post entry amendments of entries.
• Provide clearance instructions to brokers.
• Classify commodities for an HTS classification.
• Knowledge and understanding of all GRI’s, Explanatory Notes, Chapter and Section Notes to support HTS classification.
• Provide valuation assistance/ guidance to supply chain, when required.
• Understanding of country of origin rules and ability to issue Certificates of Origin when necessary.
• File all ISF information when required.
• Participate in Corporate quarterly audits of Customs entries.
• Maintain documentation to meet government record keeping requirements.
• Understanding of other government agency requirements upon importation (FDA, FCC, TSCA, CVD/ADD).
• Knowledge of the NAFTA (GN12) with ability to perform complex analysis and research of rules of applicability.
• Proper issuance of NAFTA Certificates of Origin.
• Ensure import comply with US laws and regulations.
• Ability to effectively communicate with U.S. Customs in response to CF28/CF29 requests.
• Perform and file both Value and NAFTA Reconciliation with U.S. Customs.
• Provide monthly cost report of duties paid and duties avoided to senior management.
• Provide training to employees on both import and export matters.
• Work directly with supply chain to resolve any import matters.
• Maintain and update classifications (HTS, ECCN, Origin, OGA info) in local part database for import and export activity.
• Keep brokers updated with the current part database.
• Knowledge of compliance to both the EAR and ITAR.
• Obtain freight quotes.
• Approve shipments outside the Corporate Routing Guide and monitor shipments for best shipping method.
• Responsibility for writing import procedures and maintaining the site import manual.
• Work with Corporate Trade Compliance Management on any potential import matters.
• Ability to support a 24/7 global business operation as required.
• Strong leadership skills and effective oral and written communication skills
Qualifications / Education / Experience
The I/E Compliance Specialist supports import and export activities and procedures that ensure compliance with local and international laws and regulatory regimes as applicable to the movement of goods internationally.
