Essential Functions and Competencies

o Responsible for bid development: o Coordinates bid or no bid documents with Bus Dev Exec and drives the Bid/No Bid process for the sector o Identifies and secures the internally resources required for the bid and proposal development o Finalize, manage and validate financial aspects of the cost validation model with Quote team o Ensures appropriate manufacturing and test engineering requirements are included and addressed o Responsible for assisting business development executive by leading the proposal and coordinating quote resources to deliver a winning business proposition to the customer. o Completes request for information (if required) o Receives RFQs and validates completeness of information required o Acts as main customer interface to obtain required documents, shepherds documents through internal compliance review o Acts as main point of contact for Benchmark business development executives, design engineering, sites program management, contracts and quote team as it relates to new customer opportunities. o Manage new customer RFI/RFPQ process, proposal / strategy development, post RFQ follow-up. o Responsible for development of value proposition: o Work with BDE to create RFQ response strategy to optimize the Benchmark value proposition and develop value-based pricing based on customer perceived needs o Ensure supply chain value proposition, PPV generation is aligned with sector strategy o Work with sector leads and operations on the selection of the targeted sites and checklists with site reviews and customer audits o Accountable for the preparation and presentation of proposal: o Responsible for proposal submittal and negotiations o Quantify any known project and supplier risks working with site and customer program management o Manage the direction and priorities of resources involved in creating a proposal, BDE, materials quoting, configuration, technical inputs o Ensure appropriate financial review and sector reviews are in accordance with the LOA for approval o Manage and negotiate any subsequent proposal modifications o Provide weekly updates to management processes, scheduled proposal submittal and other KPIs on proposal process o Estimate resource impact if opportunity is won o Refine sector proposal process and strategy o Create and manage an RFQ proposal template for the sector o Track sector mix of business to secure and improve the overall sector margin goals o Develop and maintain a catalog of RFQ Quote response documents that pull appropriate sections into a professional, consistent proposal response document. Secure Wins and Losses reports with action plans for improvement o Improve the RFQ process e.g. quality of output, timeliness of response, internal/external customer satisfaction as tied to RFQ’s o Work with Quote team, Program management and Sales Operations to improve the overall proposal and quote process for Benchmark ensuring timely and complete customer responses o Assist Marketing team on updating and keeping sector collateral fresh
Qualifications / Education / Experience
Our Senior Capture Manager leads the customer proposal process after an approved opportunity in the bid/no bid process. Identifies the resources to optimize the win probability of a new business opportunity. Oversees bid strategies, pricing, and proposal strategies; interfaces with customer teams on the early bid process and documents reviews and manages the transition from business opportunity to proposal development to award.

• Minimum of 10 years of relevant experience in capture management
• Working knowledge of the Medical sector and its business models
• Experience in contracting and negotiating Medical programs with customers and knowledge of certification requirements.
• Experience in an manufacturing engineering role an asset
• Demonstrated experience pursuing and capturing new business opportunities of significant size, complexity, and/or unique/complex business models for government and/or industrial pursuits.
• Excellent written and verbal communication skills with outstanding interpersonal and negotiation and facilitation skills.
• Strong Financial skills and modeling skills
• Ability to lead a matrix team and drive capture on schedule and within budget.
• Demonstrated ability to define problems, collect data, establish facts, and draw valid conclusions and make sound business decisions based on knowledge of relevant data.
• Ability to author and help formulate winning technical, management, past performance, and oral presentation strategies.
• Ability to assess and understand the competition
• Understand unique manufacturing and design technical requirements
• Deep understanding of manufacturing and test engineering to develop and provide inputs utilizing current technical models/process

• Bachelor’s degree in engineering or business
